Doty Landfill development plans can directly affect BVWCA.

Permitting applications are in review for the former Doty Landfill in Alief, Houston.
The property is located upstream from BVWCA along Keegans Bayou and thus how this land is developed can have a direct impact on our community. The site was under post-closure care thru 2025 due to past methane and groundwater concerns. The current owner is petitioning for commercial multi-use development including low-income apartments, single family dwelling and retail spaces. Other organizations are citing potential flooding concerns for communities downstream of the site, which includes BVWCA.
BVWCA residents are encouraged to submit a request for a public meeting with the TCEQ (Texas Commission on Environmental Quality) allowing the community to learn more about the permit and ask questions of the applicant regarding proposed use of the landfill including concerns regarding contamination and flooding mitigation.
Lone Star Legal Aid has been very active in ensuring there's adequate discussion regarding this property, it's planned use and addressing of health and environmental impacts. Other organizations are requesting the land contain sufficient drainage and retention capacity to address area flooding concerns.
