MEET YOUR CANDIDATES
The following individuals are running HOA Board Member positions.
 
 
Angel Morin,
Resident and homeowner
Currently serving as Board of Director position: Secretary

Bio: Angel joined the board in 2009 and now serves as Secretary. He and his family moved to BVW in 1989, working as an educator/administrator for the Houston ISD, Region IV Education Service Center, and Fort Bend ISD.

As a member of the board running again, Angel would like to see our neighborhood continue to flourish and thrive on the
pride residents have for their homes and properties. “We live in a terrific community with a “melting pot” of many cultures. Let us continue to cultivate each other’s strengths and talents to form an even stronger homeowners association that we all can enjoy!”

Kelly Criner
Resident and homeowner
Currently volunteering on the Pool and Heavy Trash/Illegal Dumping Committees

Bio: Kelly was an enthusiastic and empathetic Vocational Education Instructor for Los Angeles Unified School District for many years. She has experience and skills in Career Development, Business Management and Motivational Speaking.

As a community volunteer, Kelly feels her background of volunteer work and training experiences offer a framework relevant to the board membership at BVW. Her work in education, fundraising, event planning, retail management, non profit social services, as well as different aspects of community involvement would be a benefit to the board and community.

Scott Whitmarsh
Resident and related to homeowner
 
Bio: Scott is retired and comes from a machining background. I was a business owner for 20 years and a machinist for over 40 years. Born in Dallas, I call Texas my home. I am married for 49 years. I participate in other community organizations like Republicans of Southwest Houston. I also volunteer working in the elections. I am usually a Presiding Judge, but I have been the Alternate Judge and I have been a clerk. I am also running for State Representative for District 131.

Why do you want to be on the board? 
I want to get involved in the community and possibly make it better. Possibly touching people’s lives in a positive manner.

Where do you think you can make a difference in the community?
I think by getting involved with the Board, I can make a positive difference by my participation. Maybe I can bring in new ideas to help the community.

Mystic Garcia Ortiz

Bio: I am a dedicated community member, small business owner, and parent committed to fostering safe, well-maintained neighborhoods. With strong organizational skills and a proactive mindset, she values clear communication, accountability, and collaboration to enhance community living and support the needs of all residents.

Why do you want to be on the board? 
I want to actively contribute to improving our community, ensure residents’ voices
are heard, and help maintain a safe, welcoming environment. I’m committed to transparency, fairness, and working collaboratively to make thoughtful decisions that benefit all homeowners.

Where do you think you can make a difference in the community? 
I believe I can make a difference by being approachable and truly listening to my neighbors. I want to help bridge communication, address concerns with care, and work together on practical solutions. My goal is to help create a community where everyone feels heard, comfortable, and proud to call home.

Janice Williams

Bio: My name is Janice Williams. I am a 56 year old Christian woman. I was born and raised right here in Houston. I have been on my job for 9 1/2 years. I have lived in this subdivision for 14 years.

Why do you want to be on the board?
I take pride in taking care of my property and would like to do the same for our entire community. I want to help make plans to improve our subdivision.

Where do you think you can make a difference in the community? 
I can help monitor violations in our community. I  would also like to plan more community activities.
